Abstract

After the attacks of September 11, 2001, American law enforcement was confronted with the reality that the mechanisms utilized by federal, state, and local police to share information across jurisdictions were inadequate. Intelligence-led policing is the emerging philosophy by which law enforcement can actively engage in information sharing to prevent or mitigate threats. There exists little empirical evidence as to how police organizations are implementing this new philosophy. Carter explores the innovative adoption of intelligence-led policing among American law enforcement and operationalizes what being "intelligence-led" actually constitutes. Recommendations for improving the adoption of intelligence-led policing by state and local police are provided.

‘Operational incidents’ denotes misconduct, misdeeds or mishaps that occur on military operations, whether concerning the mistreatment of enemy soldiers, offences against civilians, conflict of varying levels within one’s own forces, or accidents that lead to injury or death within a theatre of operations. Alleged breaches of IHL or the disciplinary regulations of particular militaries require at the very least an initial assessment to determine the facts and then, if warranted, a more substantial investigation. The need for robust investigations, however, is not always matched by the will and the ability to undertake them. There is at last a sufficient body of experience on which we can reflect, in this volume, on such investigations, their challenges, and their likely evolution.

Abstract

Entering the shady world of what he calls "violent entrepreneurship," Vadim Volkov explores the economic uses of violence and coercion in Russia in the 1990s. Violence has played, he shows, a crucial role in creating the institutions of a new market economy. The core of his work is competition among so-called violence-managing agencies-criminal groups, private security services, private protection companies, and informal protective agencies associated with the state-which multiplied with the liberal reforms of the early 1990s. This competition provides an unusual window on the dynamics of state formation. Violent Entrepreneurs is remarkable for its research. Volkov conducted numerous interviews with members of criminal groups, heads of protection companies, law enforcement employees, and businesspeople. He bases his findings on journalistic and anecdotal evidence as well as on his own personal observation. Volkov investigates the making of violence-prone groups in sports clubs (particularly martial arts clubs), associations for veterans of the Soviet-Afghan war, ethnic gangs, and regionally based social groups, and he traces the changes in their activities across the decade. Some groups wore state uniforms and others did not, but all of their members spoke and acted essentially the same and were engaged in the same activities: intimidation, protection, information gathering, dispute management, contract enforcement, and taxation. Each group controlled the same resource-organized violence.
